This panel examined the potential expansion of the Iranian regime’s sponsorship of terrorism under new President Ebrahim Raisi and in the wake of the U.S. withdrawal from Afghanistan. While increased support to Hezbollah, Hamas and the Houthi will almost certainly contribute to growing regional instability if Iran enjoys sanctions relief in the event the U.S. resumes compliance with the Joint Comprehensive Plan of Action (JCPOA), the panel will also consider the emergence of untraditional relationships, such as potential collusion between Tehran and al Qaida.
